FSR is the only game that couldn't happen in K7's universe, due to the existence of commercial airlines in 2001 (of course, in the real world this would be a giant can of worms, so K7's world is like a caricature of real world security paranoia. The Pentagon is pentagram and so on...).
I disagree. If anything FSR is the only game that has any likelihood of being directly related to Killer 7.
FSR exists outside of the established timeline, because FSR is trapped inside a time paradox. The game occurs two yrs after Moonlight SYndrome & Silver Case, but the actual events of the game are unaccounted for, because time functions differently at lospass resort.
Which means that FSR doesn't need to adhere to any strict timelines in order to function.
Case in point, Sumio gets killed in FSR, but he comes back to life two days later, because Toriko "pulled the trigger of tomorrow"
Instead of Sumio getting his brains blown apart by Sundance.
What happens is that during the second time around. Sundance invites Toriko to pull the trigger. This leads us to a scene where Sumio holds a revolver his head & shoots himself in the face.
Sumio ends up falling back (to life) into his bed instead of falling off of the roof top of Hotel FSR.
I used to have a youtube video of that exact level when that scene happens.

Planescape is a D&D setting that also exists outside of the established timelines of the Dungeons & Dragons campaigns. Planescape more or less exists as a hub that connects every single D&D setting together as one entity.
That's the basic idea of what FSR's setting is like.
Which is why we see plenty of SC, FSR & MS characters in FSR.
(One from MS, but Yayoi is the only person from that game who's still alive, lol.)
That's why Suda was able to include Ed Macalsister in K7 without even having to explain how it could be possible.

it's possible that Silver Case/FSR/MS occur in the killer7 universe? (I don't know for sure, haven't played those games so I don't know how the internet is used in those cases).
People in Silver Case use the internet normally. Kinda like how we're using it right now. There's no need for underground networks in the original SC timeline.
Internet is so widespread that there are even websites that spread around the myth & doctrine of Uehara Kamui. (Kamuidrome)
Much similar to how the "Kira" religion is spread through the net in the Death Note anime/manga series.
I was always under the impression that K7 was controlled under some kind of "big brother" government.
Silver Case is at the beginning stages of a controlled "big brother" like society, but it's not quite there yet.
Tokio Morishima is an ex reporter who uses the internet constantly.
Course there is the fact that he's actually a Hachisuka.
Which means that he does have family ties to at least one prefecture of the Japanese government, but I highly doubt it, because he goes by the Morishima name.
Implying that he doesn't want anything to do with his family.
(Which is further illustrated by the fact that he's the only remaining Hachisuka who ain't bit the bucket yet.)
Sundance Shot could exist in K7, since the FSO party was dissolved and he disappeared.
He disappeared to FSR. Which is said to be his country of origin.
I don't know what to make of that, because Lospass is a man made island. There is a lifeless body double that you see in FSR that is said to be Sundance Shot, but whatever. I won't think too much about that. His body double is a generic looking japanese politician guy in a black suit.
I'll try to get a picture of him sometime. When I think about it. Sundance's body double could kinda pass off as Matsuken.

Sundance was arrested during the FSR's finale.
Sure Sundance could exist, because he was in the trailer of the original Killer 7 builds. However that would imply that Matsuken & Fukushima don't exist, because imo.
If Sundance is still around why are Fukushima & Matsuken considered the hope of Japan?
Sundance seems to have more connections than those two.
The entire timeline of Suda's games basically starts off with Sundance trying to prevent a policy that was being passed during a TRO/CCO meeting.
That incident is of course, the Silver Case. That's the time when Sundance sent his premier assassin, Fujiwara Kamui to handle the job, but Fujiwara was killed by Tetsuguro Kusabi.
The TRO & CCO politicians during the meeting killed each other trying to salvage Kamui's silver eye.
(I'm still not sure what the hell the Silver eye is. Since FSR reveals that even Sumio, Tokio & Tetsuguro have one as well.)
Plus the Union 7 simply don't exist in the SC timeline. The Liberal party could exist, but they'd just be a minour party compared to the TRO/CCO alliance.
Who in my opinion are the big dogs. Combine that with the Mulholland Mother, and you're basically left with union 7 nobodies who couldn't hope to gain as much political pressence as the combined three above.
Fukushima's crew could've been a Killer 7ized version of Sundance Shot's FSO party, but the big difference here is that the FSO still exist.

Whereas the Union 7 were all murdered by the Killer 7, Emir Parkreiner.
As well as Toriko Kusabi and even Tetsugoro Kusabi. These two could exist in K7 I think

It's said that Tetsuguro Kusabi is actually working on a case in the United States, but Sumio never mentions anything about the United States that would sound Killer 7 related.
I prefer to think of K7's timeline as that bastardized Capcom offspring that was only used for K7.
The characters from K7 don't necessarily need to conform to the setting that they originated from.
Moonlight Syndrome uses several characters from Twilight Syndrome, but MS completely ignores majour inconsistencies with the settings between Twilight & Moonlight.
Moonlight takes place in an entirely different prefecture at a n apartment complex that was built on top of a shrine.
Moonlight pretends that Mika & crew are all ordinary girls who live an ordinary life.
Which is untrue if you know them from their ghost hunting exploits of the Twilight Syndrome games.
Twilight Syndrome exists as it's own timeline.
(There's about 5 or 6 games in the series.)
Moonlight Syndrome exists as part of Silver Case's timeline.
Killer 7's setting is a stand alone timeline, but the characters themselves could relate with the main Silver Case timeline.
The characters don't contradict Silver Case. It's Killer 7's crazy ass over the top "1984" like scenario that contradicts Silver Case.
Although admittedly, Silver Case is working it's way to form a 1984 like setting.
So Killer 7 could be seen as an example of events that happen in the near future.
I doubt it though, because SC 25 Ward takes place sometime around 2005 or 2006, and their setting is still very much like our own reality.
Killer 7 was world united during 1999 I think.
I was thinking of making that recipient Sumio's body, but it appears that would contradict the official timeline for Sumio, since he appears alive in Ward 25. Unless the body isn't dead, but that would create a huge narrative fuckup.
It doesn't really matter. Wait until you see FSR's ending with the 20 something Sumio Mondo's, lol.

At least your plot stays some what realistic. The shit I was coming up with in K7 SINdrome was going straight up crazy with the paranormal theme.
I basically use the same set up as K7, but instead of a war between East & West. It's a cosmic political battle where the law deity, Harman Smith teams up with the Chaos deity, Whore of the Citadel.
(Her name is based off of the phrase "That pretty Whore, reason.")
In order to try to hold off the one world government.
Basically all the political parties in my story were being controlled & indirectly manipulated by god like entities.
In my game Toriko Kusabi is portrayed as a manifestation of time who tried to hold back time in order to stall mother nature from trying to get even with mankind.
Basically I go crazy as hell with that cipher shit. (Practically everybody represents zero like Linda Vermilion.)
She explains to Garcian about how it's all her fault that everybody on Earth is suffering.
Toriko's love for humanity wasn't strong enough to overcome mankind's greed & ambition.
She is disheartened at the fact that no matter how hard she tried to hold together mankind's thin chance of survival through love.
That no matter what. The collective consciousness of mankind's greed overcame her, & that she could no longer contain Mother nature.
Toriko went on to explain to Garcian that
Mother nature was so angered at mankind for destroying & polluting the planet Earth.
A planet that Mother nature herself has gave to mankind as a gift of independence.
That Mother nature intentionally left the holes that separate perceptional realities open.
Mother nature didn't care who would get sucked into the hole as long as it brought stability back to planet Earth.
Eventually a large island land mass called Ifala fell into the hole & materialized on planet Earth.
The realities of both Ifala & Earth intertwined creating a time paradox that allowed the two realities of both Earth & Ifala to exist in the same planet & time.
The Whore of the Citadel's power was so immense that even the USOA super government had to propose a truce with her. Which than led to stability & harmony for Planet Earth.
Sadly that harmony only lasted for 4 yrs, and it ended
when Gregorious Ferdinhan was assassinated.
One variable that Mother Nature didn't count on was the sovereign of Ifala, the Whore of the Citadel.
Mother Nature is worried that the Whore of the Citadel may house ambitions to come back home to her original reality.
Which doesn't sound like such a bad idea, however in order for the Whore of the Citadel to return home she must first eliminate all human life outside of Ifala.
Before the Whore could begin such an endeavor, she must first grant a citizen of Ifala the title of ABSOLUTE.
Mother Nature only wanted to stabilize mankind, not destroy it.
Toriko Kusabi looks onward at the events that have just transpired since she had her talk with Garcian Smith & says

The writing is good. The problem that I have with the shit that I came up with is that it doesn't sound wacky enough to be Killer 7.
