Ganguro has nothing to do with being wannabe Black or Latin.
Ganguro are more similar to rich valley girls who buy fake tans, because of how much excess money they have.

White Valley Girls
Japanese Kogals/Ganguro
As you can see. You can barely tell the difference between the two styles. Though I think Japan ganguros tend to look worse. (yamambas will give you nightmares.)
When I see ganguro. I usually don't think of Black or Latin.
I just see a bunch of rich snobs with too much money on their hands.
What makes Deeps different is that they actually look like they have a bit of soul. Which is why they resemble Latinas rather than a characture of California Valley Girls.
in america everyone wants to be asian. in asia they want to be latin or black http://hk.youtube.com/watch?v=_vtHj2EZrUI
I'm actually familiar with Kiyo of Love milk. She used to background dance for a dancehall mic called Corn Head.

She's not what I would consider wannabe "black". She lives the life style.
She actually grew up with & respects reggae culture, and could possibly be considered as one of them.
Japan itself has been representing hip hop since 1983.

So it's not a recent occurrence.
Wannabe "Black" to me is more like the Asians you see from America.
(The ones who walk around in oversized clothes, shaved heads, speaking in corny ass ebonics, listening to horrible ass Crunk music, now that's wannabe "Black".)
To me wannabe "Black" is someone who shows a profound lack of understanding what the underground African hip hop movement is about. (It was originally colour blind, and represented a form of expression for minorities from the projects.)
